The control of mask mandates should be the responsibility of the Federal Government determined by the condition of COVID in each state. Rather than states being defiant and having health precautions become a political battlefield with citizens as the casualties, states will have to earn their freedom from masks from results. Through this, states will actively push for higher vaccination rates and health precautions in public areas. This leaves the control of the COVID restrictions to the general public, causing people to be motivated to do the right thing about vaccines and social distancing. Through the ideologies of Federalist 10, the Federal Government will be able to manage but not control state governments' decisions. States will remain in their political stances while being required to comply with mandates until COVID numbers improve.

The Federal Government will be in control and the deciding factor to which states would have mandates lifted. Rather than mandate the states universally, the government will support states complying with mandates and have steadily increasing vaccination rates and decreasing COVID cases. States being defiant and standoffish to the protection of their citizens will experience tighter restrictions. Through this plan, states will be able to motivate and push for their citizens to choose to be free from restrictions; with this, the Federal Government will cure mischief among states. Using the doctrines of Federalist 10, we can extrapolate the ways to control states with compliance. "There are two methods of curing the mischiefs of faction: the one, by removing its causes; the other, by controlling its effects … the other, by giving to every citizen the same opinions, the same passions, and the same interests." Madison (1787). Through this teaching, the government will be able to use both methods to cure the mischief of states. By removing the state's ability to pick the regulations for covid, the cause of states being defiant to the covid mandates will be removed, which will cause the health precautions to be upped to cause an initial improvement to COVID cases and transmission rates. These will show progress to the states' population, motivating people to make extra efforts to become free from covid mandates. The second method has gone into play by placing the idea that becoming free of restrictions is in the control of the population. Controlling the effects of the state's ideals around COVID and pushing for higher vaccination rates without mandating it. People will realize that their freedom from the restrictions is up to them. Through this, the Federal Government will have better control over states with covid without placing a countrywide mandate and allowing states to be free from mandates. States will have rights driven by results rather than political stances. 

By placing the control of state restrictions under the control of the Federal Government, as a whole, the country will be pushed to make improvements in COVID cases, and states will retain their ability to be free through results. The united efforts through states will see overall vaccination rates go up and cases go down. As more states have restrictions lifted, states will be motivated to push their citizens to make better efforts in terms of COVID safety. People will be getting vaccinated not through a mandate but in the hopes of lifted restrictions. The Federal Government will take control of the state's covid restrictions but not indefinitely and allow states to be free through results.
