Local government unit is an administration focus on a certain territory. It has its own people or constituents. This unit also have their own representatives which are elected by their constituents. These elected officials have either administrative, legislative and executive duties and powers. The LGU is also considered as the lowest level of public administration in a state. The wisdom why this unit is created even if we have the national government is that, even if local government may seem overrated for some, but actually very important. It was created under the Republic Act 7160 otherwise known as the Local government code of 1991, where the powers and basis are presented. LGU serves as a channel for democracy and promotes local autonomy; with the participation of citizens in electing their local authorities and even in decision making. Another idea of why this LGU is created is to make sure that the national government is not overwhelmed with the voices of each sectors, as the local government serves as a way for communication of the people to the central government with the help of the elected representatives, with this, there is a likelihood of a better and improved state to arouse. Local government officials administer the needs and affairs in the local community as it is closer to a particular population, ensuring that the welfare of the people is met. Following the fundamental laws of a state, the local authorities have a wider knowledge on what is better and what will work for their community. Through LGU people or sectors can also be represented right and just. The barangay for example can create a development plan depending on what is needed, they can also partner with private association boosting economic growth and opportunities and still for the betterment of the people.
